As per the revised memorandum order of the Commission on Higher Education, the Unified Student Financial Assistance System for Tertiary Education (UniFAST) program shall prioritize the poorest tertiary education students and ensure access to students in underserved communities. TES targets, not necessarily those who are poor, but also those who have no access to the public university system.
